Hi Chris,

An easier solution would be to prime over the surface with INSL-X Prime Lock and then re-painting.

I have never seen this issue when painting walls or trim but this week I have been attempting to paint a flawlessly smooth projector screen on the wall. Just as you mentioned, the first coat had no issues, the second coat had bubbles appear. Now that I have 3 coats of paint on a smoothly mudded wall I am not sure how to correct the situation, I would hate to have to scrape it all off and start again, this time with an oil product.
